Paul and Timothy were evangelists, not pastors (shepherds).
Paul’s main message to Timothy was to preach the word, watch out for false teaching, and provide information to the church to guide them in the appointment of elders and deacon. Paul’s messages to Timothy (two epistles) and to Titus (one epistle) are correspondence with young preachers concerning their duty to preach the Word. There are admonishments to hold to the truth, to be courageous and to persevere. They were both given instruction about selecting leaders (elders) for the church, with qualifications that parallel in detail. These men were both products of Paul’s evangelism and tutoring.
